This report is only useful for companies that use Vessel Requirements Profile instead of Position Requirements Profile. This means that they do not set certificates required per certain position, but define the certificates for a vessel, so that each certificate includes only certain positions.

Therefore if you intend to use this report, the initial setup should be performed under Modules > Requirements Profile > Vessel view.
